99 GTX RFI Air Pressure Sensor 2.5 Volts

Hi to All! I have a problem with this ski no one seems to know how to fix. The ski starts fine on the trailer. When in the water will not go above 4400 rpms unless you hit a wave (unload the pump) then it will go 6o+ all day until you slow down again. All sensor readings are good hot or cold, fuel pressure is 59psi, new battery, running 13.5 volts. New gas, new plugs, spark plug wires trimmed. Rode it the other day for a while, stopped (15 mins) then would not fire up. It tried to but never caught. Raised the back of the ski up, fired right up, ran up to 4400 and that's all she would do. When you first put it in the water you can get passed the 4400 but after a while no such luck. The only thing I can find wrong is the 2.5 volts at the Air Pressure sensor which the manual said it should be 5 volts. Any help??? Any Ideas??
 
What is the Carb and fuel delivery system history?

Edit: Nix that. I see this is a RFI. How about the fuel lines and rave valves?
 
Thanks for the reply. Rave system in fine order. Check valve clean, valves function fine, solenoid operational. Fuel pressure 59 psi with plenty of flow. The only thing I can find not to spec. is the voltage at the air pressure sensor which says it should be 5 volts but is 2.5. I did run the ski with the caps off the raves, no difference.
