99 gtx engine locked

So I bought this jet ski a month ago. Took it out last two weekends and it ran great until the end of the day yesterday made a hard turn and all of a sudden the engine sputtered. Sputtered for another 5-10 seconds before it completely died. Tried to restart it and I would get just 1 click. Back on shore checked the gas tank and it appeared to have a few gallons left. So far I have changed the solenoid. Pullled the starter and it checked out good. Pulled the jet pump to check for debris. It was clean. Out of ideas. Need some help.

Pull the plugs and see if you can turn the pto by hand.

New to jet skis. Is the pto under rubber with clamps?

Right in front of it under the plastic cover

It’s the rear engine flywheel with the Allan bolts in your picture.

So I can't turn the pto by hand. Do I need to remove the rubber boots first?

No, you should be able to turn the entire rear flywheel with the spark plugs out by hand.

If not then pull the jet pump if you haven't yet as they sometimes lock up too.
