99 GTI Running issue

Hello,
I just picked up a 99 GTI, the guy I got it from said he was told that it needed a top end because it had no power. His mechanic rebuilt the carb and replaced the fuel line. It has a 140 psi in both cylinders and I found that the wear ring was completely wasted. The plastic layer inside the wear ring was completely gone. So I replaced the wear ring. It runs great out of water. In the water it starts right up well rev a little and than falls on its face. On the first run in the water it barely ran, I pulled the carb and found the high speed adjustment was 3/4 turn, I put it bag to 0 and it ran a little better in the water. Before I pull the carb apart, does this have any symptoms of a bad rotary valve?

It could but first you need to make sure your fuel system is 100%. No grey fuel lines, rebuild carbs with genuine mikuni kits including new needles and seats. After that if its still not running bypass the fuel selector and fuel filter by running the reserve line directly to the carb.
