I just picked up a 99 GTI, the guy I got it from said he was told that it needed a top end because it had no power. His mechanic rebuilt the carb and replaced the fuel line. It has a 140 psi in both cylinders and I found that the wear ring was completely wasted. The plastic layer inside the wear ring was completely gone. So I replaced the wear ring. It runs great out of water. In the water it starts right up well rev a little and than falls on its face. On the first run in the water it barely ran, I pulled the carb and found the high speed adjustment was 3/4 turn, I put it bag to 0 and it ran a little better in the water. Before I pull the carb apart, does this have any symptoms of a bad rotary valve?
