99 GTI 15 AMP FUSE BLOWING AT RELAY

I have a 99 gti blowing the 15amp fuse at the starter solenoid / relay. If I disconnect the rectifier/ regulator from the module it doesn't blow and engine turns over. I repaced rectifier and didn't fix, not the problem. Could solenoid be bad or stator? Any help would be appreciated. Thanks
 
Try just unplugging the stator. They can have a bad coil and short out that fuse.
 
Unplugged stator and plugged in rectifier fuse didn't blow. If I leave rectifier plugged in and plug stator in it blows 15 AMP FUSE at solenoid. If I leave rectifier unplugged I can turn engine over with start button and have spark at plugs. Please advise any info would be helpful. Thanks
 
I think you can test it for a direct short which is what yours sounds like it might have. The manual outlines the steps.
