99 GSX wont rev past 3500 or go over 10 mph

Hey guys, a newbie here..I have a 99 GSX that I recently purchased. It ran fine during the test drive and then fine for an hour or so a few days later. We took it out today and it wont rev past 3500 rpm and wont go over 10 MPH. where do you think I should start troubleshooting. I am unsure of the maintenance history.
It runs fine on a hose and has good compression in both cylinders.

Feels like useing a learning key? You did the right thing by checking the compression, What are the numbers? Replace the *plugs?

compression is 160 and 165 according to my gauge..Same results multiple attempts...I cleaned the plugs but have not replaced them as of yet..
 
I also looked at the rave valves today and one was stuck down and would not move. Could that have been the problem I was having? Pulled them both and cleaned them. hoping to test it out this week
 
Well , I took it out today and it ran ok for a couple minutes , then back to 10 mph and 3500-3600 rpm. I got it home and pulled the plugs and they are soaked with fuel. I also pulled the rear rave valve and it was soaked with fuel also. Is this normal? Im thinking its not..
 
Hawkeye, please let me know when you figure this one out. My 98 GSXL does the same thing. Idles perfect on the hose and has great throttle response when you blip it but if I go full throttle it acts like there is a giant potato in the exhaust as it falls on its face. I've had the carbs off multiple times as well as rave valves. Only thing I havent touched is the rave on the water box....not sure if that one would affect the engine like that or not.
