98 XP LTD Won't turn over (video)

Hi everyone,

I have a 1998 Sea doo XP Limited. Took it out last weekend without a problem. Tried turning it over, and it makes a squealing noise. If I keep giving it a try it will eventually turn over. Side note: Oil filter, fuel filter, old fuel lines, and sparks were recently changed. Any thoughts on what this may be? Took a video of it. Link below.

Is the battery at 12.7 volts? And then, have you done a load test on it to eliminate easy items in the equation. Will the starter turn over normally without squeeling if you jump the starter at the selenoid terminals? I assume you have cleared your cylinders and there is no water in them.
