98 Sportster will go...but then revs way up

I am new to the boating world and have come across a problem I cannot figure out. The motor starts fine, compression is at 140 in one cylinder and a little over 130 in the other. The impeller has a couple of very small dings [1-2mm] and the wear ring looks okay except for a 2 inch spot where it looks like the impeller may have hit it. Okay, there is the background.

I have taken the boat out several times and it is different every time. The first time I took it out it ran fine. Almost every other time it has a major problem. It will go, about 25% of the top speed. I add more throttle and it sounds like it speeds up until...it just starts revving loud, really loud. It will not go any faster, and I can back off the throttle to where it will go at a slow pace. It never dies, or even chokes hard. There is a couple of burps every once and while when going slowly, but nothing more than once every couple of minutes. The boat would work perfectly one day and do this another...literally. Any ideas?
 
Check the splines on the shaft to the PTO from the impeller.


Any problems with the wear ring will cause a loss of pressure build up and high rpms and no forward speed.
