98 GTX RFI has no power in water

[98 Seadoo GTX RFI]

I have a 98 GTX RFI that runs great on the trailer backed in the water and on the hose. When I put it in the water it has no get up and go and won’t “piss” but has power to push the truck on the trailer and pisses on the hose. I have replaced a fuel injector, has new plugs, new ware ring, compression is 150 on both sides, new oil pump, new fuel filter and cleaned fuel lines. I’m at a complete loss. Any help is appreciated.
