98 GTX Ltd. keeps blowing top 15 Amp fuse

Have the sea out on the weekend and flip it. (Accidently - that's what I'm still telling my wife) After flipping it back CCW over, slower that I should of, it filled the hull up with quite a bit of water. Started it up. Went a lit bit to see if I could get some of the water out by the vacuum ponsoons but not luck,couldn't get over 1500 rpm. Towed it back to shore and spent an hour bailing the water out. After getting most of the water out, I started it and slow went around the beach, slowly up to 4000 rpm and brought it back to see how much water was left and it was nearly all gone. Started it up again, hit the throttle hard and after a foot or so nothing. No power at all, so I found the fuse box and seen the top 15 amp fuse was blown. I then took the bottom 15 amp fuse and put it in the top to see if it was my problem and the sea started great. Fiqured problem solved and hit the throttle again and dead again. It seems when it is just idling it runs great but as soon as I put force (The back end drops and the front lifts for a couple seconds) some water is shorting out the system.
Does anyone have an idea what may be causing this? I have checked all that I could, except I could not get the cover of the Electrical box in back by the battery. It was submerged when I flipped the sea back over but should it not be water tight?
