98 gti timing????

I rode my ski for a couple hours and it ran fine, started bogging and finally quit. while trying to restart it sounded as if it started turning over slower. went home charged battery and reinstalled it. tried to start and nothing. heres what ive done
-rebuilt carb
-replaced all fuel lines
-cleaned selector switch
now if i pump the throttle it will sputter a little and backfire through the carb

-checked woodruff key
-cleaned magneto housing and magneto
I'm getting spark and it seems to be getting fuel because even without pumping throttle the plugs are wet with fuel after trying to start for only 2-5 secs.
what else could be going on here to not let it at least run rough?????
 
stripped brass gear, needles stuck, causing system to flood, try new plugs, cut the plug wires 1/4in at the boots ends,
 
took valve out and it is warped and grooved the cover. thanks for the help. I have new parts on the way. still trying to figure what happend to it. I've only had the ski for a month and ran it maybe 2 hours fefore this happened. I did flood the system with a hose once, but i thought i got all the water out.(pulled plugs spun water out and replaced plugs and ran the motor. any other possible causes or maybe something else i should have done to remove water?
 
ok I have the new valve and cover with new o-rings and pin. I have my 147* mark and 65* mark and if the mag side piston is top dead center and I install the valve to these marks that port will be open is that right??? seems if that was so then I would get a loss of compression through the carb. Maybe not as I am not to familiar with 2 stroke engines.
