98 GTI Seadoo won't turn off

I have a 98 GTI. Bought it with an electrical start problem. Replaced the battery, starter relay, mpem and finally the wire harness before I finally got it to start (bad wire harness). Now I can't get it to shut off. Had the new mpem replaced under the impression that a starter inside the mpem was faulty and was sent a replacement. Once I installed the replacement (3rd) mpem, still had trouble shutting it off. Stop button and dess key won't turn it off. I have to unplug the rear electrical box to shut it down. I also noticed that there's very minimal power when I engage the throttle once it starts. I don't think it's a dess key problem because when it's unplugged the ski doesn't start and a red light pops up. It also starts without the 2 beeps. Does anyone know what the problem can be or what my next step is to ruling out the issue?
 
Are u replacing the mpem with oem or aftermarket. The aftermarket ones do all kinds of craziness.
 
Aftermarket I believe. Bought from eBay. Could there really have been 2 mpem that had an issue with the starter inside?? The mpem that came with the ski keeps blowing the 5a fuse so I don't think that's an option. Oem mpems are hard to come by locally.
 
You need to message Minnetonka4me. He’s a member on here and has tested oem mpems. Your wasting your time with the aftermarket ones. They are junk.
 
Got the oem from westside. Still having a problem being able to shut it off. If it helps the double chirp is still absent. Anymore help or suggestions would be greatly appreciated
