97 SPX - trouble with starting

I have a 97 SPX with a problem in getting it running. Once it starts it generally runs pretty well. New or freshly cleaned spark plugs usually does the trick. The plugs get wet (oil?) so I have 3 sets and clean them and rotate them but it seems to be getting worse. The battery gets run down trying to start it so we have to change batteries and plugs every morning. I thought going to a hotter plug might help but there seems to be some pretty good mechanics on this forum so I'm looking for any suggestions. I've seen a few posts that discuss RAVES. What are they and could they cause hard starting?

It starts fine on the lift - but the minute I put it in the water - it takes forever to start. Just last weekend it stopped in the middle of the lake and I was unable to get it started again - had to be towed back to the dock.

PLEASE - anyone have any suggestions of where to start?
 
are the low speed mixture screws adjusted correctly--they backed out on my 97 spx and it struggled getting started--reset to spec (out 1-1.25 turns) and all is good.
