97 spx cylinder not getting fuel/oil

Any suggestions as to why would one of my cylinders not be getting fuel? Pto side. 97 spx. Just rebuilt carbs, compression is 140 pto 150 mag. Recently new top end. Spark plug is dry on pto side

Has to be the carbs. Check them again.
Also you should not have 10psi difference between cylinders especially on a new top-end.
