97 Seadoo 717 won't start but cranks

When riding my 97 GTI 717 the ski was getting harder and harder to get up to speed, basically there was no response when I squeezed the throttle until it kicked into a higher rpm. It seemed like the engine/carb needed to build pressure before I could get up to speed. When riding full throttle on my way home after experiencing this issue the engine suddenly cut out and hasn't started since. I found a sheared engine head bolt. After replacing the bolt and resealing the top end, I can't get this ski to start. I have 130 mag and 125 pto compressions after I resealed the top end. I get very faint spark on both plugs with my tester. The rest box is very corroded and I tried to clean up what I couldn't. Bot the plugs are wet.

When trying to start, it cranks no problem but doesn't seem to want to start. Only a few times has it sounded like It wanted to turn over. It sounds rough like maybe only one cylinder is firing. I have no clue what to do.
 
Compression is too low.
Something happened, you ran lean and cooked the top end.

Pull the top end apart and have a look.
I bet you will find score marks and stuck piston rings.

Then go looking for the cause. It could be the carb is clogged and ran lean.
