97 GTX wont power up fully

My 97 GTX wont come up to full power. It will only come up to about 5000 RPM's. I just went through the Carbs and replaced the gray fuel lines but to no avail. I have 2 ot the 97 GTX's and the other one doe a bit of this but when you let off the throttle and then hit it again it goes on up to about 6500 rpms. a bit bothersome but ridable.
When doing the carbs and lines I noticed 2 other things on the bike. the first is the rubber boot between what I call the exhausts manifold and the muffler (about 3 inches long) has a big hole in it. the other issue is the I believe rave (plastic black thing with red center that snaps on) is blowing out oil/fuel as there is black oil running out the bottom of it.

Please help if you can. I am new to These as you may be able to tell. I have had these only 2 weeks. seemed to be ok when I got them. The guy told me he added oil to the gas (8 ounces per tank) even though they are injected. I didn't do that and after about 2 hours of running this started after adding gas, I did then add some oil. when rebuilding the carbs oil did drip so the oil injector lines arent plugged.
 
99% of Seadoo engine performance problems are fuel delivery system related.
Yes, you could have metal broken starter or teeth bits shorting out the Stator.
A pop-off test and voltage test and compression test is advised. All can be on-ski.

Your observation of the Raves tells us you need complete Maintenance before
you further damage the engine ($$$$$$$).
