97 gtx revs fall then max out at 5200

I'll be riding on relatively flat water at say 5500 rpm, and the rpm's will suddenly drop to 5200. Doesn't matter if I pull the trigger all the way to go WOT, it won't go above that unless I back off the throttle or go over a wave, then it'll go all the way to redline no problem....until this happens again 5 minutes later. It's like it sets it's own rev limit randomly, or the throttle gets "stuck" but I can back off and the revs will fall like normal. Any ideas? Ski runs perfect other than this.

Could be water in the fuel system. Check the water separator/filter.

Where is that/how do I check it? It only occurs on flatter water...if there is a decent chop it doesnt' have this issue. It only happens while on plane, and usually sets itself to 4900ish or 5200 ish

Checked it and it looks normal. It's also been through several tanks. I'm leaning towards loose connection somewhere.
