97 gtx not planing

Just got a 97 gtx and its just not running right. took it out for first time and when it was started it was producing a lot of white smoke. got it out and as i accelerated it sputtered a lot then finally got up and went so i assumed it was just loaded up. after riding it for awhile it was doing good but if i start from a stand still and give it full throttle it had no bottom end. it would lug for a few seconds then get up and go. I took it home and changed pluggs and made sure jet drive was cleaned out from any sea weed. took it out again and it was even worse! only got it to plane out like 3 or 4 times all day. the rest of the time you could hold it full throttle and it was the same as if it was half throttle, it just wont plane. to me it almost seems like its running to rich, but im new to boating so dont know much about marine engines. All i have done to trouble shoot is change pluggs, drain gas and put in new, and check fuel and air filter. Oh and it sat for about 2 years untouched before i bought it. Any help would be amazing!

Just need cleaning? nothing with rave valves you dont think? also where are carb filters located? thank you

pull carbs out, and crack them open. You find the filters in there. also, pull the raves, since you mentioned it, takes 15 minutes to clean those. Found the o-rings at Ace for replacement.
