'97 gtx No power when I throttle

My GTX idles fine but when I throttle ,engine revs but does not go anywhere.Impeller is clear, no damage to boot. Just notice that at top of block there are 2 screw caps with a metal clip holding caps down(like an old wine bottle or mason jar). Took them off for shits and giggles and the one on left had a spring inside the cap I guess to keep tension on the "plunger".The one on the right side noticed that there was a leak that I noticed last season which looks like 2-stroke oil. Removed cap and there "was not" a spring. Is this typical. Could this be the acceleration problem(something with compression)? Kinda new to forum,hope i am doing this right.
