97 GTX Low RPM

97 GTX RPM is about 6000 - 6200 on the lake. Carbs are clean. I have cleaned the RAVE valves, Water Regulator, all carb adjustments are pretty much where factory says to have them. I havent changed the fuel lines yet, but did clean filters. Any ideas?

check pump/drivetrain-it may be restricting engine
