97 GTI wont start and already did the basics and out of idea's

97 GTI that has had all the fuel lines changed, fuel selector is clean, and I pulled the carb off today and cleaned the internal filter (which wasnt that bad), and replaced the plugs. Started on land with an idle of 2560 which I know is a bit low so I wanted to get it in the water and let it warm up and set the idle while in the water. Got it in the water and it started then died. Would turn over but wouldnt start. Pulled the ski out of the water and checked the plugs and they had gas all over them so I am thinking it flooded with gas. I then checked to see if there was spark on the new plugs and that was fine. Now I am out of ideas?:mad: Any suggestions as to what to look for next?

thanks Dr!! I will give it a shot today and post the results. I was thinking it may be a stuck needle since the carb was so clean I didn't open the other side just the side with the filter. I am the first person to mess with the carb so none of the speed adjusters have been messed with.
 
Make sure the plugs are clean, and give it a shot of starter fluid. I don't like to recommend it... but it will get a flooded engine to fire.
 
After I took the carb off should I have primed the fuel lines? I didnt have to do that on my GSX but taking a guess. I will try the starter fluid when I get back up to the lake before I take the carb back off to double check everything.
