97 GTI Vent Problem

I have been having issues with my ski bogging down. Figured out it runs great if I leave the gas cap off so, I assume there is a problem in the tank vent system? I see there are two (2) hoses that run out the hull on the starboard side. One is grey, the other clear. The grey one goes to a T-fitting after which one hose leads to the tank and the other the side of the hull further up behind a black body panel. My question, is this the tank vent line and what is the likely issue? I doubt the hoses themselves are plugged so I am thinking one of the fittings in the hull? How do I check them? I assume they are one-way valves? Looks like the side panel is held on by a couple screws/bolts and can be removed with a little effort to reach the end of the grey hose that goes there.

The one that goes up is the vent that allows air into the tank. It is a simple check valve that lets air in but not out. The one that goes to the side of the hull is typically a pressure relief that pops at about 3 psi to let excess pressure out but not water in.

The clear one is not a fuel vent, it is typically the battery vent.
 
So I checked the hoses. The vent is fine, pressure relief valve doesn't pass air but that shouldn't prevent the tank from venting. One stange thing, when I blew on the hose that leads to the tank, I heard the gas bubble? That doesn't seem right since the system can't vent through the gas, right? Any ideas?

Make sure all you hoses are on the correct tank fitting, they are labeled on the pickup.
 
OK. I never had this problem in the past and have not removed the hoses from the top of the tank. Very strange.

I have had them bubble when the tank was full too, it vents through a small hole on the baffle.
