97 GTI Fuel Issue and yep already did the lines

  1. New fuel lines
  2. Cleaned selector switch
  3. cleaned internal fuel filters
  4. pressure tested the fuel pump and it is ok
  5. checked the pop off pressure and the psi got to 24 then let out
  6. checked all the lines to make sure they are tight
  7. checked carb bolts to make sure they are tight

After all that I got it started and adjusted the idle on trailer and it would idle fine. Turned it off then on and started right back up without the choke. Thought great fixed it so I put it in the water and it started right up but when I touched the throttle it died. Started again no problem and would idle in the water but touch the throttle and it dies. Thinking its getting flooded but not sure why?
Either the pop off test is way to low and it needs rebuild or something is making the needle stick and may need a rebuild. Any thoughts??? I didnt mess with the low speed screw since it was never touched since it was factory installed. :ack:
 
Your pop-off is 11 PSI lower than the bottom spec... and 36 psi off the high spec... so yes... you are flooding.
