RESTO 97 gsx 800- won't reach top rpm

2000' gsx 800 won't reach top rpm of 7200 it stuck at 6850

1) Make sure rave valves are moving smoothly and clean if required. 2) Check water regulator to make sure there are no holes in the bellow. From factory they use a small metal clip to that rusts and can poke a hole in the bottom of the bellow. When this happened to me I lost a bit of my top end rpms. 3) Check compression
