97 challenger wont rev

I replace the engine with my friend in his 97 challenger with a 787 from sbt and it will start and idle fine but wont go above 3500 rpm. when we first started it I threw the throttle up it back fired. Now it sounds like it is rev limiting at 3500 and when I go WOT it sounds like its starving and wont rev up. What is the deal

gone thru carbs?, cleaned the raves?, installed the rotary valve correctly?, double check, to make sure the nuetral safety switch aint stick'n?, (located under the lever assy)

Thanks Timmyboy. WE didn't put it in forward when we tested it. DUH! It works great.
