97 challenger /throttle gets tight sometimes??????

Took it out yesterday and the throttle lever seems to get hard to move forward sometimes, but does not do this all the time ??? Anybody have this problem and whats going on??? Help
Also getting some oil blow residue near the clamp at the tuned pipe (exhaust to waterbox) , not alot but want to fix before it ballons in to something serious. Not really sure where it coming from.

Lube the cable and all attachments on the cables...check the leak and tighten the clamp or just locate the exhaust leak...
It's hard to say what can be causing it without seeing it first hand.
