97 challenger shaft

Hello I have the pump out, new wear ring installed. I'm having trouble turning the shaft, plugs are out but can't turn it.

It should be pretty easy to turn with the plugs out. But you say you are having trouble turning the shaft. I have never tried to turn the engine over by the shaft. I imagine this would probably be very hard to do. Try turning it by the PTO flywheel. Much larger, you will get better leverage.
