97 challenger 1800 second engine problem

hey guys this is my first post here and i finally experienced a problem with my challenger. The right side engine is fine with excellent compression and goes to beat hell but my left engine is basically a tag along with no power to do anything. The dealer put a carb kit in it and said they checked it out and couldnt see anything wrong with it. It starts hard as in i have to pull the primer even when its warm to start and once running it will idle fine but as soon as u put the throttle down its gutless. If the good engine is running about 6200rpms the bad runs about 5200 and if u cut bad the good engine the other just dies with it. Iv taken it to the sea doo dealer in my area here over and over and they keep making it worse. Any ideas on what this could be thanks.
 
I checked the carbs out yesterday and everything seemed fine untill i got to the set screws. The low set screws were only turned about 3/4 of a turn out and the high were (with that plastic cap cranked as far as they would go with cap on) too. My question is to turn that high speed set do you take that plastic cap off and turn it all the way in tight again and put that cap back on and turn a 1/4 turn or dont touch the cap and turn it in as far as the cap will let you? To me the high sets look to be about 1 1/2 turns out if i was to take that plastic cap off and turn them in.
 
The high speEd should be set at zero. All the way in.
The low in 1.25 turns out.

your have the twin 85 right?
 
thanks for replying ocod i appreciate it. Sorry i forgot the engine size its the twin 787 (110hp) engines. Ok so i should pop that plastic cap off and turn the high screw all the way in then?
 
also i tested the compression on both engines and they tested at 156psi, 148psi on the bad engine and 136psi, 140psi on the good one. Spark is excellent and new plugs are in new synthetic mineral oil in it and new gas.
One thing i noticed too is the fuel gauge doesnt work but the oil light on the gauge works. also when i start it after about 20 sec it continually beeps on and off until i press the fuel switch on the dash once. I changed the temp sencers thinking that was the problem but it still does it.
I know its got to be a fuel problem but i just have to find it. I appreciate any help i can get and once i can figure this out i will be glad to help others with similar problems.
