96 XP VTS going up not down, new motor and switches

I bought this jet ski 3 weeks ago and it had a fully in-operable VTS. The guy I bought it from said he would just set it manually and put the motor back on there. It had aftermarket bars but no switches for VTS. I bought new switches and hooked them up, nothing happenend, I took of the motor and still nothing but the screw turns very easy. I then bought a new motor I installed that and it only turns when I hit the up button, when I hit the down button nothing happens. I tried it on and off of the mount and still nothing happens when I hit the down button. I was reading some seached topics and it looks like to me that when the VTS module goes bad it doesnt work at all. Mine works one way and not ther other. Could this still be the module? Are there any fuses that could have gone bad that I can check?
