96 XP trouble starting

So my other one ran fine for awhile today...then when i killed it and tired to restart it..it just does nothing..you cant here the starter engaging..so we removed the shaft cover and manually turned the motor over to free the flywheel..and it started again..but then it did again later on...Is this a sign the starter is going out?? Why would it lock up like that..?

Any ideas? Can you just replace the starter bendix on these starters?
