96 XP problem

Guys i'mhaving problems with my 96 Xp. Last Sunday it was running great until my tank was at about 1/4 full. I took it out of the sea and fulled it up. and it never started since then. I checked the fuel lines, spark plugs, fuel selector (it was defective and i bypassed it), battery, starter, compression (it is exactly at 115 psi for both cylinders). I finally got it started today after taking out the spark plugs cleaning them and turning the motor without the plugs on to clear it. i had already done it twice with no result, but with this third time the motor started. However there is a lot of smoke produced when running oyt of the water. i mean a LOT of smoke! Also when i put it in the sea it started but wouldnt work properly at low RPM. Could the carbs be flooded? Could the oil quantity be too much? How can i find out what is going on?
Any opinion is welcome, thanks.
