96 xp Carbon seal boot leaking?

I am working on a 96xp ski and see a stream of water coming in from the bottom of the carbon seal boot somewhere at the bottom where it clamps around the fiberglass hull.
can that part of the hull get a crack and leak?
I have tightened the band clamp on the boot but still see thin stream of water when running.

Yes it can and there’s even a repair fitting specifically for that.
