96 spx project. Wont spin over.

I posted on here a bit ago about this 96 spx I picked up cheap. I found the original owner and we are filing for a lost title.
started taking it apart as it will need a lot of work. Has not been registered since 2006 and who knows when it was last on the water. We could not get the starter to engage when I bought it but I was able to turn the engine over by hand.

So today I started by pulling the air box. All grey fuel lines so those need to be changed as well as the carbs need to be rebuilt. When I got the airbox off I found the rear carb full of oil past the throttle blades and the oil tank is empty. Ok at least its oil and not water.

I started diagnosing the electrical system and here is where I need help. Hooked up a fresh battery and nothing not even a squeak, Tested the on off button and it works with the ohm meter. Tested the lanyard switch and nada. Also found a blown 7.5 amp fuse so I replaced that and jumped the lanyard switch. Now I get a steady beep. Still will not engage the starter. Pulled the connector from the start relay and no power. I also pulled the connector from the stator and cleaned it. Still nothing. Pulled the plugs out and jumped straight to the starter and..... Well I found out how to get the oil out of the crankcase. Lol I now am covered in oil, my truck is covered and oil is dripping from the tree.

So where do I go from here? Besides the shower.

Yes probably so but its been sitting for almost 20 years so might not be leaking to much. I might go ahead and buy a mpen but I dont like just changing parts.

I agree, my 95 XP has leaking inner seal to the PTO, I crank it over in the spring and a little comes out and I’m good for the rest of the season

the guy who's a few houses down from me on the river just put a ball valve on the feed line for the rotary valve and shuts it off when their not using it and tie the key to it so they don't forget to turn it back on.
