96 Seadoo XP RPM problem

I recently replace the MPEM in my stock 96 XP, she starts fine and run ok, except I lost about 5 mph top speed since I installed the new mpem and she max out about 6300 RPM. Question: does a mpem hold or set the RPM , is this something that need to be program into the mpem at the dealer with a MPEM programmer
 
The rpm is set by the MPEM but most programmers do not have the ability to set it. My guess is that the timing the MPEM is set at does not work for your engine. If the bottom end of your engine is original you can find a single digit # back by the rear mount on the top of the case. That is your timing #.
