96 seadoo spi won’t idle

Question for a expert. I have a 96 seadoo spi the jet ski runs great all the time, it just does not idle in the water. Always have to keep tapping the throttle to keep it running, but when your riding it’s fine. Any ideas
 
Have the carbs been rebuilt ? You can try enriching the low speed screw 1/8 turn counterclockwise at a time. This is the lower of the screws with a t-handle on it. What do your plugs look like? They should be medium to dark brown. Have u adjusted your idle in the water ? Does your rpm gauge work? If so u should be at 3000 rpms out of the water which will put u at 1500 in the water. Do u have gray fuel lines ?

Carbs were not rebuilt, plugs are brand new, and I don’t have an rpm gauge. I will try to adjust low speed screw though. Thankd
 
Also what hose do I hook up the fresh water hose so I can run the jet ski out of the water? I only have one hose going into the head so I’m guessing that’s the hose?
 
The idle screw is not the low speed mixture screw. It is a separate screw with a T handle that holds the throttle open.
