96 seadoo challenger has no 'take-off' power

It runs fine on land, but once I put it in the water it won't rev above 5000 rpm and there is also a grinding sound echoing under captain's area. I've checked everything I can think of--what am I missing?
 
Since I have no way of knowing what you can think of, I really can't tell what you missed. What have you checked? The raves, the carbs, the plugs, the water injector, etc.

The water regulator looks like a rave valve and is on the exhaust. You should remove it and make sure it moves freely and that there are no holes or leaks in the diaphragm and that everything is clean. It just unscrews from the exhaust. There should be no water leaking from it.

You also want to be sure that the grey fuel lines have been replaced, the fuel selector switch is clean, and the fuel filter is new. You should also check that the throttle cable is opening the carbs all the way.
