96 gtx wont rev over 3500 smokes and sputters

ok ski has been stored i had to put a starter in it the old one worked but not every time. new battery, new spark plugs, new gas new oil.
787 rotax
the ski starts every time 2 seconds of choke while cranking cold, some throttle, and it will idle at 1500 in the water, and about 2000 on the trailer.
I took it out the other day and it smoked black which i figured to be normal form being stored. however it just wont revv out. it will run at like 3500 but thats it. spitting some but not much. the black smoke is gone and now blue like it should but there is still too much. the plugs oil fowled. its like there is pressure building in the exaust but its not. i have troubleshooted this for a couple days now. i am trying to rule out carb problems because it starts, idles, and i dont have to use choke during wot. i can hold the throttle down and it just like bogs. it is intermittent though. 1 time i got it to tac up to 6000, then it just died off to 3500 again. it will sometimes take off from idle but it like builds pressure or its not timed or advancing the timing. im about to pull my hair out on this. any thoughts? any questions?
 
Pull the carbs man...also inspect the o-ring around the inline filter, it could be bad, and grey fuel lines, toss them and then defintly pull carbs.
 
found it

the words of the day are "disconnect the red wire" . Carbs are clean, and in great working order. I had to rule them out by experience, I have been known to be wrong, but not often. I learned alot from the posts. Thanks. Oh the red wire is the rectifier. Happy boating!
 
After you are certain your fuel system is flowing all the way to the carbs investigate the rave valves, some gumming can occur where they slide up/down, and perhaps a diaphram has broken letting one move but not the other.
