96 GSX won't rev past 3300 RPMs

Sorry newb here...I did try a search, but didn't find any clear answers

Here's my situation, I've recently re-acquired a 96 GSX. It's been sitting for the last year and half. But the last time I owned it, it ran fine.

Now it won't rev past 3300 RPM. If I try to go above that, the engine bogs down and dies. Doesn't matter if I rev fast or creep up on it slowly, it still dies right about 3300 RPM.

FWIW, since I got it back, I've replaced the spark plugs, dumped in some StaBil, and filled the tank with premium fuel.

Talking with a local tech, he thought it might be the carbs. Which I'm planning on getting a rebuild kit anyways. Since I don't think the carbs have ever been rebuilt.

Is is coughing too? I'd replace the Rectifier/regulator.
Can you describe 'coughing'? I'll do my best to describe what happening. The ski gets to 3000 rpm and starts to sputter. If I push it harder, the sputtering gets worse and then it dies before it gets to 4000 rpm.

The weird thing is, it starts and idles just fine.

What/where is the rectifier/regulator?
