96 GSX 800 rpm fluctuating

I need help. My 1996 GSX 800 ran perfect last season, brought it out for 3 rides this season in calm and rough water. On my first ride water temps were 55 degrees, fresh tank of fuel with plugs from last season, after holding throttle wide open for a few seconds machine rpm dropped from 7200 to about 6500 then all of a sudden jump back up to 7200, and not consistently. One of the plugs started misfiring so I changed it but still rpm would fluctuate. Took it out for second ride and still acting up, had full rpm for a few minutes then slowly dropped to 6400 rpm, almost felt like engine was starting to seize up, when I let off throttle and reapplied, engine had very little power, all of a sudden engine jumped to 7200 rpm and ran perfect for rest of ride. Last ride water temps were 59 degrees, lake was very calm, engine would only rev up to 6400 rpm for the whole ride, at times engine would almost shut off for a half second then fire back up. Tested rev limiter out of water, engine revved up to 7230 every time, so don’t think it’s that. Thought it might have been fuel at first but I think it’s electrical, MPEM, CDI, Voltage regulator? Cleaned carbs at end of last season, could it be pop off pressure? When I would apply three-quarter throttle(6400 rpm) to full throttle during last ride, engine rpm would not change, so I don’t think it’s starving for fuel, sediment bowl is clean. I also installed new plugs BR8ES. What could it be?
 
Checked the RAVE valves again, spings are good, valves are not sticking, all looks well. I bought the seadoo from my friend last spring, not sure when they were pulled apart. I have RAVE valves on my sled, check them every year, the seadoo valves feel the same. Do I need to pull the valves out, I will need to pull exaust system to remove valves. Three seasons ago, the oil pump plastic drive key broke causing piston and cylinder wall scoring. My friend was able to hone the cylinder to remove scoring and changed pistons, could the valves have been damaged at this time. There is a little bit of oil under the cap. My skidoo manual says oil dripping from drainage hole indicates a loosen spring or damaged bellows. What do you think?
 
Remove the clip and housing to get to the hard to get allen screws to get the rave valve off, usually the front rave, make sure you put the blades in the right way, with the letters of TOP facing to the top, if not it could or will hit the pistons, there is a bevelled edge on the valve blade. hope this helped.
 
As far as the oil, I found that if my o-ring is hard it tends to blow oil, when I replace the o-ring and bellows,solved the problem for me . Get r done.
