95 XP Flooding

I just have finished refreshing my 95 XP and I having an issue with it flooding with fuel. I have replaced every fuel, oil, and water line. I have replaced every vent, rebuilt the fuel baffle, replaced the fuel selector, replaced the mpem, wear ring, carbon seal, etc. Anyways, I am having issues getting it running. It is getting fuel, but way too much to the point where it floods out. I can only get it to start when I start it with the fuel off, but then to start it again I have to pull the plugs and cycle the starter to pump out the fuel. I had the carbs rebuilt by a guy at a marina with OEM Mikuni kits and had them pop off tested, and he said they checked out. I sent them back to him after these issues to check them and he said they look good still. I am waiting for them back to test them again but I am unsure anything will change. I have also checked and yes all of my vents are installed correctly. I am unsure what to do at this point.

Okay,,,normally this symptom can occur from a sticking needle in the seat,,,its also possible,,,rare,,,that the return line orifice ...which is tiny,,,is plugged,,and the question is,,,did they infact use Original mukuni parts,,,some are descernable visually,,some,,,like the springs are not,,,
I would pull the carbs,,,go thru all the orifices with carb cleaner and air pistol,,,and make sure the return orifice is clear,,,and of course get a true mikuni kit,,,you will need 2...a kit only covers 1 carb,,,you can tell a mukuni diaphram,,,it has red paint on the centre,,,the aftermarket needle has a bronze tinge to it,,,easy to tell,,,you will need popoff tests to descern the springs,,,
I have 3 skis come in this summer with carb issued,,all had aftermarket kits,,,and 2 of those,,,gas was leaking into the hull,,,horribly dangerous!!?,,,for me,,and them!!.,also...make sure the jets are properly seated,,,especially the low speed pilot,,,you need a thin screw driver to fit in the hole,,,
You can do this on your own,,,follow the "sticky"thread and add some if my pointers.
You can follow the mikuni carb site,,,to achieve the correct spring and seat size,,,1.5. 2.0. etc,,1.5 no doubt,,,to get your popoff spec.
