95 xp electrical fail while starting

Hi everyone, hope your summer is going good.

I'm helping a friend get his 95 XP going and need some insight from you guys. He went to hit the start button, starter engaged, the motor turned over for a second and then all electrical failed on the machine. The battery was load tested and is good. When I started looking into things I found the 7.5 and 5 amp fuses blown, the 15 was still good. The tether cord switch checked out good for continuity. This machine has had multiple owners and I can't vouch for how it was treated in the past but the current owner has not jumped or boosted the battery to start the machine.

I'm going to start diving into it tomorrow but have a sinking feeling the mpem is the cause. A quick check of the wiring diagram tells me the vts and gauges are having trouble since their fuses are blown. I'm just trying to get a pulse going on this machine, some electrical life, so I can start addressing the other cicuits.

Inside the electrical box is untouched and looks brand new, connections are good.

The VTS and gauges did work on the last ride over the weekend.

I have never dealt with a failed mpem so I don't know if they can fail while just doing a simple start? Any bench checks to get a go/no go on the mpem health?

Failed resin on the vts module letting water in. Something inside caused the 7.5 amp to blow instantly or within 5 seconds. The 5 amp would burn randomly. Unplug the power connection to the vts module and the machine runs perfect.
