95 Speedster Leak

I think I have a leak under the rub rail along the swim platform on my 95 Speedster. I'll pulled off the snap-on rail, and the rail base appears to be connected to the hull with rivets. Is there any good way to remove the rub rail base so I can clean it and the hull good and apply some silicone to seal it up? If they really are rivets, how do I then re-attach it? Thanks.....
 
Nope... no easy way. Drill out the rivets, re seal the deck, and re-rivet the gunnle trim back on.

It's a pain in the butt... but it's the only way.

I noticed water coming in ( not alot) from the rail area , and didnt think much of it. Some drips and occasional streams when washing down after a run in the brackish water up here.
For those of us that havent ever cut one of these hulls up or had it open that far , How are the 2 halves supposed to be sealed ? Is it supposed to be watertight ? Would I use 100% silicone to seal it back up or go with a butyl-rubber type sealant ?
