95 SeaDoo Front Vents?

I have had ongoing problems with my 95 SeaDoo taking on water. I now understand that under the front of the storage compartment hood are two triangular holes that have hoses connected to them inside the body. The hoses do not go to anything. They are just directed to the sides. What are these holes and hoses for? When I dive the waverunner, water rushes into the triangular holes and floods the inside of the waverunner. Can I duct tape these holes to prevent water from coming in? The water will drain from the waverunner, however it takes some time. Thanks for all the help, I am nearly to the point of a great running waverunner.
