95 HX Carb Rebuild (pop off) Questions

I've got a 95 HX I'm trying to rebuild the carbs on and am a little confused. Here's the guide I'm using:

Now one I thing I noticed upon receiving the rebuild kit, that I should have noticed earlier, was that the kit did not come with new springs.

I'm confused regarding the pop off numbers. From the reading I've done, I should be getting values of 40-56PSI give or take 12 PSI? Is this fully assembled, or torn down?

I ask because when I ran the pop off test for the original seat/needle on the MAG carb, I was getting ~34PSI. When I installed the new seat/needle, I was getting ~18PSI (both torn down as shown in pages 12 and 21 of 'carbrebuild-page1.pdf', did not test fully assembled). I used the same original spring while testing both, and it seems to be in good condition. The only difference in testing was that the initial test with the old set had the high/low speed screws still in, while the new seat/needle test had them out, but the second round of testing for the old set/needle had them out as well.

I haven't really progressed beyond testing the new seat/needle combo, as I'm unsure whether I should be using the new seat/needle, or the old one, and if those values are appropriate or not. Should I use the new set and continue on with the rebuild? Use the old set? Stick with the same spring, or get a new one? What do you recommend?

When you do your pop-off check... you will basically have the carbs together, but have the regulator cover, and diaphragm off. Then... you will put a few drops of oil into the N&S. I like to cycle the arm a couple times (just push it open) just to make sure it's not stuck, and is moving free. Then... put pressure on it.

If you have new N&S's, use them. I also recommend using the old springs if they aren't damaged.

Last thing... the 720 engine seems to run very well toward the lower end of spec. (and the factory air-box)
 
Alright so go ahead and use the new needle and seat even though the pop off pressure is pretty much half of what I'm should be getting on the one carb? I haven't even gotten to the other carb yet so I'm not sure if it's going to be the same deal.
 
I've had better luck running lower spring tensions on both my 720 as Dr. mentioned. I'm actually running them @ 28 psi. The higher stock setting are too finicky in the transition form idle to mid throttle. IIRC the later 720's had lower rates.
