94 XP vts issues

The new stator finally got my XP running it was doing ok in the river. Still hotta adjust the carbs n put some fuel in it it was really low. Ran good but was kinda sputtering out in the lower rpms but if ya eased in it it would go high end was great but. Started dieing on me. I think it was just low fuel. My vts isn't working. It worked before right after I tried turning it over it had power n would go up n down but now that its running fine it won't go anywhere. I check the fuse n it was fine. Can some one point me in the right direction? My internet is down n I'm using my blackberry and it takes for ever to find anything. Any help is greatly appericated
 
can the vts module computer go bad with out blowing the fuse? Also can i run a wire off the battery to the vts motor to test it to see in its going up and down with out blowing it up? it looks like the wires i need are green orange and blue orange

edit....
well i unplugged the vts motor and took my battery out and ran wires 2 it and it went up and i flipped the wires and it went down. so i positioned it half way since its not moving with the regular button. I also opened the eletrical box and checked all connections they all seem fine. I unplugged the wires that go to the motor and wired them to the battery and it worked so my wires are fine going from the module to the motor. I guess now i have to find another ohm meter and check the module. is there any other common fail items on this?
also when i turn it over and press the vts button the vts module clicks but nothing happens. is this a tell tale sign of anything?
