94 xp starter issues

hey guys my 94 seadoo xp seized up today after a good run . i went to start it again and the starter was slow due to low battery then it stoped turning over and just clicked . Then after a few times it wouldnt even click anymore . Tried spinning crank by hand and it wouldnt move more then a few mm each way but i finally got it loose and it spins fine now but starter does nothing not even a click. My question is could the starter not be fully disengaged causing it not to work at all ?
 
So I pulled the electrical box and there is a faint click at the solenoid when I jump the solenoid the starter spins.

Yup I switched th solenoid from my gsx and it worked so I ordered a new one. Als ordered a primer kit to help it start easier. I’m planning on going through the motor and rebuilding it this winter , just want to get the most out of it before the weather turns.
