94 Seadoo GTX Not Turning over

is the carrier bearing seized onto the drive shaft?
Same issues last summer on my 93, while trying to turn it over i saw the carrier bearing trying to turn with the shaft. Had to replace the bearing and the hull through piece.
 
I have a 93 and a 95 GTX neither use a carbon ring. Both are carrier bearings.
No i removed the shaft with ease when i pulled the pump. I'm convinced its the starter. We hit it with a hammer, and got it to start right up like 3-4 times. I put the pump back in but now im back to square one.
 
Another update folks. I swapped out the starter. The old one was clearly fried - smelled like burnt toast. I put in on a batter to see if I could get it to activate and it was just dead. Sea-Doo fired right up once I had a fresh battery on it! #CaseClosed
