My seado is acting like its starving for fuel.
I checked fuel valve its good .cleaned carb and checked flot leve and its good.

Well, your carb doesn't have a float so.....

Fuel valve should really be replaced not cleaned. Fuel strainer should be clean, no air leaks in the entire fuel system. Carbs should be rebuilt with OEM Mikuni parts.

IF it is starving for fuel you are on the verge of destroying the engine.
