Motor replaced carbs rebuilt new stator battery and some fuel lines replaced. At idle

Full throttle it ran for a little and shut off. Now the mechanic says it has 40 psi on rear and 120 on front. He is blaming bad fuel. Had a little sediment in water separator bowl but nine in fuel line filter. What may have caused this and should he have checked this when putting motor in
