'94 GTX Carbs Not Pumping Fuel after Restoration

Hello all,

This is my first post after lurking for a long time and using so much good advice from this site in my previous builds.

Following a good compression check (140 each cylinder) I decided to proceed with rebuilding/refurbishing a 1994 SeaDoo GTX that I got for a steal on CL ($200 with double trailer).

Things I have done:
-Replaced stator.
-New spark plugs and spark plug wire trimmed 1/4". Spark now good.
-Replaced all fuel and oil lines. Used black automotive fuel line and stainless hose clamps.
-Removed, cleaned, and re-installed fuel and oil tanks.
-Installed inline fuel filter to replace broken fuel/water separator.
-Replaced carbs with '95 657x carbs and intake manifold from Westside Powersports.
-Rebuilt carb with kit from Westside. (Kit did NOT include plastic check valves and diaphragm for carb pump, nor internal rubber gaskets
--------Did include new needles and seats.
--------Made sure pump would hold pressure on check valves.
-Cleaned carb thoroughly with carb cleaner, compressed air, and pipe cleaner supplied by Westside.
-Replaced fuel selector valve.
-Verified multiple times that fuel lines routed correctly. Fuel filter is full. Carb supply line pulls fuel when sucked on by mouth, and by external hand pump in both Reserve and Fuel On selections. Return line returns fuel to tank. Vent line vents to outside.


The Problem:
- Carbs will not pump fuel. When cranking engine, no fuel is moving through fuel filter into carbs. No fuel is coming out return side of carburetors. Tried alternating sucking and blowing on pulse line where it connects to carb, not sure if pumping fuel...not sure how much fuel would pump.

-Hose connected to pulse fitting on engine doesn't blow or suck much air...not sure if getting good pulse. Pulse line is clear however, able to connect a hose and freely blow into crankcase. Compression definitely good as well.

-Fuel poured down carb throat will fire off, but will not prime carbs because no fuel being pumped into them. Engine will not run longer than 1 or 2 revolutions due to not getting fuel from carb.

I'm really hoping y'all can help me find whatever it is that I am missing. I really am at a loss trying to figure out why the carbs just WONT pump fuel.
